Qualification:

  • BE Mechanical / Chemical / Instrumentation / Civil & Structural / Electrical                           

Experience:

  • 20+ Years of project controls experience for mega projects in the refining / petrochemical industry with 10+ Years of experience in similar role. PMP Certification is highly desirable.
  • TECHNICAL COMPETENCIES: Knowledge of the practical application of scheduling, cost estimating & control tools and techniques and document control.
  • Ability to interpret Contracts for scope development,
  • knowledge of progress and performance measurement and verification. MS Office, Primavera P6, MS Project, and cost estimation software 

Roles & Responsibilities:

  • Lead the Project Controls Team during the FEED and EPC phases of the Project. Leads the development and implementation of Project Management Plan and management of Project Controls function for the Project.
  • Implementation of Project Management strategies, best practices and standards to optimize the schedule timeline and cost across all Project Phases and to ensure Project completion on time and within the allocated budget.
  • Manage the development, review and implementation of FEED and EPC Schedule program with the contractors. Perform progress monitoring activities, including identifying critical activities and reviewing forecasts with progress achieved to date. Proactively identify and mitigate program risks, facilitating issue identification and resolution, problem solving, contingency planning and decision-making.
  • Lead development of WBS, fully resourced and logic linked project baseline schedules (Level I to IV), and Project Cost Estimates. Leads schedule and cost optimization efforts for FEED and EPC phases of the project. Accountable for the monitoring and monthly reporting of project schedules, S curves, physical progress, forecasts, variance analysis and mitigation plans to ensure timely completion of the project.
  • Identification of any project timeline slippages by analyzing project critical path or significant float erosion.
  • Manages and oversees the recovery process for timely project completion. Establish and oversee Project Earned Value Management System, monitoring the schedule and cost performance indices. Accountable for monitoring and monthly reporting of actual cost commitments, expended costs, final forecast costs, trend analysis, productivity and estimate at completion. Responsible for scope and change orders management in accordance with the contract. Lead cost and schedule risk analysis workshops. Review and Analysis of Monthly Project Expenditures, Cash Flows and tracking the cost variance with respect to the Project Budget and developing Cost Forecasts.
  • Ensure Project Control tools and procedures are in place and ensure PC teams compliance with its requirements. Develop, issue, and maintain project cost estimates in accordance with the Basis of Estimate including statements of work scope, assumptions, man-hour estimates, narratives, well versed in development of P10, P50 and P90 estimates.
  • Able to perform sensitivity and uncertainty analysis on the estimates and Benchmark the estimates against industrial norms and performance indices. Managing the approval and payment of project invoices. Accountable for the Project Document Management System and lead the document control team to control, issue, distribution of all FEED / EPC contractors, vendors, suppliers and third parties documents.
