For Integrated Research and Development (IRD), Singapore Salary: SGD 117,000 – SGD 210,000 Qualification:
- Master in Business Administration or equivalent.
- Professional Certification in Supply management will be an added advantage
Experience:
- Minimum 10 – 12 years of progressively management and leadership experience in procurement management and/or related department in large, multi-size organizations preferably in health-related institutions
Duties & Responsibilities:
- Directs and oversees planning, implementation and monitoring of all procurement activities including evaluation, acquisition, receiving, inspection, storage, disposal, and accounting of procured products within agreed time frames and available budget.
- Leads group purchasing organization (GPO) and ensures optimal participation in GPO agreements to maximize negotiation leverage, price savings, rebates, group redistribution and commitments.
- Monitors procurement activities of the network to ensure compliance with the Procurement Regulations and Rules and grant agreements, as applicable.
- Maintains regulatory requirements, including all federal, provincial, and local regulations.
- Maintains a strong grip on Singapore and affiliate countries’ customs rules & regulations, as well as import/export permits. Prepares and monitors annual department operating and capital budgets.
- Maintains Procurement Dashboard of the network i.e., global and affiliate country offices. This also includes providing status reports of major initiatives to the senior management.
- Develops appropriate purchasing arrangements for commodities, including blanket contracts, standing orders and vendor stocking arrangements.
- Develops and implements integrated methods and systems, including the use of appropriate technology, for improving operational efficiency and controlling inventories.
- Develops strategies for standardizing products and services across all affiliate offices. Develops and implements strategies for recruitment, retention, and development of key procurement staff. Imparts and commits to ongoing training and development to enhance their technical capacity through various trainings and on-the-job coaching.
