IRD Global Health, Research and Development, Singapore                Job Code: HRD-PC/SD-078                                                     ELIGIBILITY: Singapore National / Permanent Resident (PR) Holder SALARY RANGE (ANNUAL): SGD 117,000 – SGD 210,000      Qualification:

  • Master’s Degree in computer science, engineering, or relevant field. 

Experience:

  • Minimum 5 years of relevant experience in the health technology space at a senior level.
  • 12-15 years of overall experience in information technology and data management.
  • Proven experience as a CTO or similar leadership role

Jobs Responsibilities:

  • Deliver strategic and tactical planning, development, evaluation and coordination of information and technology systems for the Executive Director and IRD network;
  • Establish guidelines and programs for effective information technology management;
  • Responsible for the identification of innovative technologies, and the management of multiple information and communications systems, projects and algorithms for voice, data, mass screening, radiological imaging, laboratory diagnostics, clinical management and field operations;
  • Provide status report about major technology initiatives to the senior management and developing strategic approaches to entity-wide initiatives;
  • Plan, organize, coordinate, and direct the activities of the lT and software development functions, and office and field work automation;
  • Establish network-wide policy for planning, development, and design of information needs and develop comprehensive management information systems plan and business case to meet these needs;
  • Manage all functions related to systems development and maintenance and  manage all functions related to technical support of hardware, systems software and applications software; Research management information systems hardware and software including applicable vendor applications, database management, and operational control packages and set policies to ensure privacy of data and security of data processing facilities;
  • Oversee and evaluate system security and back up procedures; Establish guidelines and programs for effective database management and utilization;
  • Oversee a continuous program of education/ training of users and technology staff and research to assure institution-wide standards are maintained and the cost-effective utilization of technology resources;
  • Develop and monitor the approved annual operating and capital budgets for information and technology systems; 
  • Oversee the operations of all relevant information systems including local and wide area networks.
  • Design, implements and evaluates the systems that support end users in the productive use of computer hardware and software; Establish, oversee and evaluate system security and back up procedures; supervise the network administrator, database administrator, and technology specialists;
