For Integrated Research and Development (IRD), Singapore  Job Code: HRD-GL/12-004                                                      Qualification:

  • University degree in Administration or Management or relevant high level professional certification

Experience:

  • At least 8-10 years of relevant operational experience.
  • A background in leading, coordinating and implementing administrative policies and procedures is highly preferable.                                   
  • Skills: Familiarity with the operational procedures at all levels of the organization. Strong analytical and data-driven mindset that translates into leadership skills.                                                                              

Duties & Responsibilities:

  • Lead the core operations and support departments including general administration, procurement and supply chain, travel & logistics,- and maintenance & services with strategic directions to provide the best support services to IRD SA programs and projects.
  • Recruit and train appropriately capable and professional staff for all functions under the operations domain. Collaborate with other stakeholders, management and staff for the purpose of building a working relationship, as well as implementing and maintaining services/programs.
  • Oversee operations teams for the purpose of ensuring the efficiency of operations.
  • Develop control & monitoring tools/departmental policies & procedures and effective implementation, monitoring, controls and documenting outcomes.
  • Leads and inspects IRD facilities to ensure that best practices are in place and effectively being managed by staff and Develops SOPs, guidelines and operational systems for facilities management for IRD SA sites and offices and lead engagement with contractors and third parties and Developing new (missing) policies for core functions and ensuring that all policies are implemented.
  • Ensure that all activities and operations are performed in compliance with local, provincial and federal regulations. Devise and execute budget planning methodology for IRD SA; implement budgeting process and ensure that departmental budgets are prepared, presented and processed accordingly.
  • Provide technical support and assistance to the equipment management program, whenever needed.
  • Ensure cost containment and cost-effectiveness in all areas, without compromising on quality.
  • Furnish required information to the Board of Directors (BoD) and Country Director relating to IRD SA operations and services, issues and challenges and improvement.
