  • Master’s Degree in Public Health, Health Management or Master of Business Administration.

Experience:

  • 15 + years of project or program management experience, including implementing multiple projects and managing operations, of which at least 5 years in a senior leadership position. Experienced in capacity building, learning and development activities and how to create a learning and sharing environment with a strong knowledge management philosophy.  
  • Skills: Proven track record in project management, including familiarity with donor-funded project procedures and process. Knowledge and understanding of the international development context and trends in IRD’s core sectors.

Roles & Responsibilities:

  • Strong in implementation oversight with proven ability in financial and operational leadership and management. Proven ability to mobilize resources from the public and private sectors; familiarity with key financiers and actors in IRD core sectors.
  • Advanced proficiency work Microsoft Office and electronic project management systems and tools.
  • Serve as IRD Pakistan’s representative with stakeholders like donors, clients, government agencies and related ministries, multinationals, specialized agencies and other participating organizations, as required. Identify, assess, and support project managers in funding opportunities to secure additional grants and Taking the lead in promptly responding to operating environment changes and reporting risks relating to programs.
  • Ensure consistent, effective, and timely responses to the donor(s) and other key stakeholders (s) inquiries and concerns and Periodically monitor and review all country projects, including those implemented in partnership.  Oversee program execution to ensure high quality, within budget, and on-time delivery of interim and final results agreed upon with the donor. 
  • Financial Management: Ensure that each program’s financial controls and systems comply with local legislation and requirements.
  • Responsible for ensuring the program’s finances and KPIs are achieved based on agreed quarterly/annual targets. Support and control expenditure and disbursement of resources; per established procedures and maintain financial and legal integrity.
  • Budgets monitoring and costs controlled based on sound financial & accounting principles, IRD PK guidelines, and donor requirements, all executions in line with the approved Financial Authority matrix.
  • Human Resources & Administration: Ensure HR policies and procedures are implemented in accordance with local legislation and requirements.
  • Ensure the development of all employees as per Human Resources (HR) policies and specific guidelines.
  • Support the identification of high-potential talent and develop an internal talent pipeline of candidates capable of developing and progressing into business-critical roles. Identify and ensure relevant and appropriate capacity-building initiatives for employees. Ensure a safe and healthy work environment remains maintained for staff members.
  • Adhere to policies relating to admin, travel, transport, procurement, IT etc
